Summary: A woman places a cowboy hat on Walter Welford's head in the governor's office. American and North Dakota flags are visible in the background, and a desktop is covered with papers, books, and a telephone. __Walter Welford moved from the post of lieutenant governor to governor after Thomas H. Moodie was disqualified from taking the governorship. Welford ran for office after the end of his term, but was defeated by William Langer.
