Summary: Walter Welford stands with three other men in the capitol building in Bismarck. Welford holds a rolled up piece of paper in his left hand. All of the men are smiling or laughing.||Walter Welford moved from the post of lieutenant governor to governor after Thomas H. Moodie was disqualified from taking the governorship. Welford ran for office after the end of his term, but was defeated by William Langer.
