Summary: One man holds the ladder on which a man stands to affix a Fallout Shelter location sign, watched by Bismarck city officials including (left to right) Bob Carlson, Bernice Asbridge, Burleigh County Treasurer, Dan Wager, and Bismarck Mayor, Evan Lips. The people are on the sidewalk at the entrance to a reinforced public building in downtown Bismarck. The caption on the image that ran in the Bismarck Tribune, dated 10-19-1962 reads: "Bismarck Shelters - Officials in North Dakota began marking Fallout Shelters. Coincidently, this photo was taken October 19, 1962, three days before President Kennedy’s announcement." Taken as coverage of Civil Defense measures at the time of the Cuban Missle Crisis. __Each county had an organized civil defense plan by 1960 that included basic facts about atomic explosions, radioactive fallout, and idea on how to survive such an ordeal. Counties containing larger cities published locations of fallout shelters that were available in the area. The state also produced a comprehensive plan to assist in case of nuclear attack, published in a booklet entitled, How You Will Survive. By 1964, the community of Bismarck, North Dakota had 21 licensed and stocked fallout shelters able to support up to 15,000 persons.
