Summary: North Dakota's governor, John Davis, warmly greets 12 year old James Puppe, visiting the Capitol from the town of Hensel, as the president of the Pembina County Young Citizens League. James, the son of Ella and Leo Puppe, wears a Young Citizens League button on his tweed sportcoat. In 1927 YCL was brought into North Dakota grade school with the mission of encouraging active and educated community involvement from an early age.
