Title: Breaking ground for new North Dakota State Capitol and presentation of Pioneer Mother stories

Summary: Two representatives of the North Dakota Federation of Women's Clubs speak at the groundbreaking for the new North Dakota State Capitol building. The speaker is dressed in a mid-calf length dark skirt with matching jacket over a white blouse and cloche hat. Her associate, photo left is dress similarly. Two other women sit behind them on a wooden bench and another woman is standing behind the bench. Governor George F. Shafer is standing with a group of men in the front of the watching crowd. Other women and children are seen photo right including some boys climbing a tree in the background. A couple of young girls photo right are wearing dresses with striped bottoms. The event appears to be being recorded or broadcast with microphones on stands in front of the speaker and back by the crowd.
