Summary: In the governor's office, one woman pins a sprig of forget-me-not flowers to Governor Walter Welford's lapel while another woman watches. Flags are visible in the background, and a desk covered with papers is visible in the foreground. Walter Welford moved from the post of lieutenant governor to governor after Thomas H. Moodie was disqualified from taking the governorship. Welford ran for office after the end of his term, but was defeated by William Langer.
