Inscription/Marks: [front in pencil] Frank R. Bill 1912 [embossed with logo] Frank R. Bill Cleveland [caption] Emanuel Steinau, Pioneer Ellendale Druggist and Merchant, A Citizen of great worth to the community. -Intitle to credit for a change in the propsed division line between North and South Dakota, at the time of Statehood. Original proposal was for a line set at between Townships 129 and 130 north- which is about 1 1/2 miles north of Ellendale, which at his suggestion was changed to the line between townships 128 and 129 north. This gave Ellendale a county Seat. Otherwise it might have been a small town in northern Brown County, South Dakota. -Also at his suggestion highways were dedicated, by the County Commissioners, -on the quarter section lines for a distance of six miles both east and west of Ellendale, which reduced the distance necessary to travel to the business section, and was of great value to the City and trade territory. **From statements made to George E. Lane, now of Hecla, South Dakota. Photo owned by Mr. Lane.
